Teigaku kyufukin (定額給付金, Supplementary income payment)
The government of Japan has decided to give us all 12,000 yen to help spend our way out of The Great Recession. To that end, you will be sent a teigaku kyufukin shinseisho (application) so long as you were a registered alien as of February 1st, 2009.
For Kobe, the envelope looks like this.
Inside you should find your application and instructions. These are the instructions for Kobe.
Step 1. Fill out your application. See below for the details on the application.
Step 2. Photocopy your ID (alien registration card, driver's license, insurance card)
Step 3. Photocopy the first page of your bank book (the one that shows your name and account) or your bank card.
Step 4. Put the application and photocopies in the provided envelope and send it off. You will find in Kobe that the envelope is actually too small for the application. Fold the application up so you can cram it in there and send it off.
Step 5. Profit! View the time table below for about when you should get your money.
The application for Kobe looks like this:
What's on the application.
- A: Reference number. Use this number when contacting the city/town about your payment.
- B: This is a list of who is getting how much. Make sure they're paying you 12,000. If you have children, they should be getting 20,000.
- 1. Date (month in the first space, day in the second)
- 2. Your name (already filled in)
- 3. Your seal, Kobe wants you to stamp this
- 4. Your address (already filled in)
- 5. Your phone number (fill in starting from the left, no dashes)
- 6. This is the amount you're going to get (it would be fun to add a digit in box 35)
- 7. How you want to collect your money. 1 is bank transfer. 2 is pick it up at the payment counter in cash. Circle your choice. For Kobe, if you choose 2, you don't get to collect your money until the end of May.

8-12 - This area is for normal banks.
13-15 - This area is for Yucho bank (what was the post office bank)
Fill in one section or the other.
- 8. Bank name
- 9. Branch name
- 10. Account type: 1 is normal savings, 2 is toza. Circle 1.
- 11. Bank account number. Fill in front the left.
- 12. Name on account in katakana.
- 13. Yucho Kigo number (If you have 6 numbers, fill in the 6th in the box with the asterisk)
- 14. Yucho account number
- 15. Name on account in katakana.
Time table
The time table for when payments begin is listed below. You should get an application sent to you before then.
Beginning of March: Tatsuno (6th)
Middle of March: Nishiwaki
End of March: Kato (23rd), Toyooka (26th), Kobe (30th), Ashiya, Miki, Ono, Kasai, Shiso, Taishi, Kami, Sumoto, Minami Awaji, Awaji
Middle of April: Kakogawa (20th), Sasayama (20th), Kawanishi, Ako, Aioi, Taka, Kamigori, Yabu, Shin-onsen, Sayo
End of April: Tamba (24th), Amagasaki, Itami, Takarazuka, Inagawa, Akashi, Takasago, Inami, Harima, Ichikawa, Fukusaki
Beginning of May: Kamikawa (1st), Mita
Middle of May: Himeji, Asago, Nishinomiya
Please note
The government of Japan has entrusted this entire project to all the local municipalities throughout Japan. So that means everyone's town is going to do things different. 41 different ways of doing things! So for details, ask your go-between when you get your application.
